Hobgoblin
From the rocky shores of the Tarvisiun Sea to the impassible Harpax Mountains, lies the Vagnian Empire. The Vagnian Empire is the most extensive political and social structure in western civilization. In order to control their large empire, the Vagni developed strict laws and government. They have what is considered the best army in the known world, and uses it to rule it's lands by force. They have developed fine engineering, and building roads, waterways, sewer systems, which has allowed for grand cities, filled with outstanding architecture. The Empire is divided into provinces, each with a governor plus civil and military support.
The Empire has recently expanded it's territory, taking a foothold in the Shimmering Haven. They have taken over the city of Belcourt, which they have renamed Hispalia. Using it as a launching point to further their conquest of Lanwin.
Hobgoblin aren't native to the Shimmering Haven, therefore all Hobgoblin will either be part of the Vagnian Legion, and live in or around Hispalia (Belcourt), or they are disgraced deserters of the Legion, meaning they are alone in a foreign land surrounded by enemies.
